The Role of Monitoring and Evaluation in Improving Public Management: Case of Azerbaijan

The event will outline the process of building the institutional capacity for monitoring and evaluation of the strategies and national programmes. The specific focus will be made on the advantages of the result-driven performance of government agencies to increase the effectiveness of its public spending in Azerbaijan.

To highlight, in 2016 the Government of Azerbaijan adopted twelve Strategic Roadmaps (SRMs) to promote competitiveness, inclusion, and increase social welfare for sustainable growth in Azerbaijan by embedding national SDGs goals. M&E of the implementation of the SRMs was mandated by the Presidential Decree to the Center for Analysis of Economic Reforms and Communication. With the support of the World Bank and UNDP, the Center established a robust M&E system for each Roadmap with an extended scope on appraising the economic efficiency of roadmaps and state programs. The webinar will highlight the impact of the M&E system on public decision-making in Azerbaijan.

Short Biography :Prof. Dr. Vusal Gasimli was awarded with a certificate of completion for the "Leading Economic Growth" Executive Education Program, at Harvard University. Previously, he served as a consultant at ADB, an expert at the EU. He was a head of department at the Center for Strategic Studies (SAM) in Baku.
