Introduction to Program Logic & Linkages (ProLL) Model

This session will introduce the Program Logic & Linkages (ProLL) model for evaluation. This model applies program logic in performance planning, monitoring and evaluation & identi?es critical performance issues from the planning stage, providing the ability for timely mitigation as well as responsive monitoring and evaluation design. The objective of the session is to provide basic skills and tools as well mainstream evaluation thinking in public domain. This will be part of MES monthly virtual eval clinics, conducted since mid-2020.

Short Biography :The founding president of MES, and principal trainer for the Govt of M’sia on budgeting, program
evaluation and performance management since 1991. He has also provided M&E training for
international organisations and has been an IRBM and M&E advisor for various governments in the
Global South.

Short Biography :An Advisor on Budget Reforms for the Royal Government of Cambodia. During his time with the Ministry of Finance Malaysia, he was the lead of a Task Force to set up the implementation of Outcome-based Budgeting. He has worked with international organisations in Asia and Africa.
